520 3 |a We consider the problem of stability of the equilibrium state of an ideal liquid placed in a cylindrical vessel containing a hole made in the bottom with regard for the gravity and capillary forces. A spectral criterion for the stability of the equilibrium state of the analyzed liquid is obtained. It is shown that the stability of the equilibrium state is lost if the upper part of the free surface suffers translational perturbations. We propose algorithms for the determination the free surface of liquid and the boundary of the domain of its stability.
